How do conversion tracking and attribution work?
Conversion tracking records selected actions after ad interactions, while attribution rules decide how credit is assigned; both depend on accurate implementation, consent and business definitions.

Tracking begins with a definition
Choose actions that represent business value: purchases, qualified enquiries, booked appointments or another verified milestone. Name them precisely. “Lead” should not fire when a form merely opens or when validation fails.
Primary conversion actions can guide bidding and appear in the Conversions column according to goal settings. Secondary actions are generally observed without guiding standard bidding. Incorrect goal configuration can make an account look successful while automation pursues weak actions.

Google Ads tag versus GA4 import
A Google Ads conversion action can be measured directly with the Google tag or through other supported methods. Google Analytics key events can also be imported into Google Ads. Their counting, attribution and reporting can differ, so do not activate duplicate versions of the same action as primary goals.
Use Tag Assistant, debug tools and real test transactions. Check page reloads, back-button behavior, cross-domain journeys, payment returns, cookie choices and duplicate submissions.
Attribution assigns credit; it does not prove causation
A customer may click several ads before converting. The attribution model decides how reported credit is distributed among eligible Google Ads interactions. Data-driven attribution uses account data to estimate contribution and is the default for most eligible actions. Last click remains an available model; several older rules-based models are no longer supported.
Attribution reports describe credit under a model. They do not prove that the conversion would not have happened without advertising. Incrementality requires a suitable experiment or stronger causal design.

Conversion windows and counting change totals
A conversion window defines how long after an eligible interaction a conversion can receive credit. Counting can record every conversion or one conversion per ad interaction depending on the action and setting. Purchases commonly need every; lead actions may sometimes use one.
Changing windows, counting, goals or attribution can change reports without changing customer behavior. Record configuration changes and compare periods carefully.
Enhanced conversions use first-party data
Enhanced conversions can supplement existing tags with normalized, hashed first-party customer data to improve matching and measurement. From April 2026 Google began unifying its enhanced-conversion setting across supported website-tag, Data Manager and API methods.
Hashing is not anonymous permission. The business must meet Google’s customer-data policies, provide required disclosures, collect valid consent where applicable, secure the data and avoid unsupported sensitive information.
Consent Mode is not a consent banner
Consent Mode lets Google tags adjust behavior according to consent signals and can support modeled reporting where eligible. It does not collect the user’s choice by itself and does not decide what law applies.
A consent-management system must present appropriate choices and send accurate states. Do not send personal information to analytics or advertising URLs/events. Test granted, denied and changed-consent paths.
Direct Ads and GA4 imports do not duplicate the same outcome.
Cross-domain and payment redirects preserve measurement appropriately.
Consent states change tag behavior as designed.
No email, phone, name or other PII appears in analytics parameters.
CRM/order evidence reconciles with expected reporting differences.

The website records a raw form submission as secondary. After the sales team verifies property ownership and project suitability, the CRM imports a qualified-lead outcome with an expected value. Bidding uses the qualified action. Consent and customer-data requirements are documented, and duplicate identifiers prevent repeated imports.
