What are a campaign, ad set and ad?
The campaign holds the objective, the ad set controls delivery choices such as audience, placements, schedule and optimization, and the ad contains the identity, creative, message and destination.

Campaigns represent an outcome
A campaign should have one coherent objective and operating purpose. Separating sales and awareness can clarify optimization and reporting. Creating a campaign for every minor creative idea usually adds unnecessary fragmentation.
Special Ad Categories must be declared where required, such as eligible housing, employment, credit or social/political issue advertising. These categories can restrict targeting and require additional compliance.
Ad sets define delivery conditions
Ad sets commonly contain the conversion location and performance goal, audience controls or suggestions, placements, schedule and budget when ad-set budgeting is used. These choices tell Meta which opportunities are eligible and what result matters.
Separate ad sets when a meaningful hypothesis or boundary differs—for example a genuinely different market, conversion event or audience strategy. Do not split small budgets into many nearly identical ad sets that each lack evidence.
Ads present distinct creative ideas
An ad combines media and message. Variations should test meaningful ideas such as problem demonstration, product proof, customer story or offer—not only a punctuation change.
Check identity, crop, safe zones, audio, captions, destination and tracking at ad level. An ad can be approved and still be ineffective or misleading to the intended customer.
Budget can live at different levels
Meta supports campaign-level budget distribution and ad-set budgets in eligible setups. Campaign budget lets the system distribute spend among ad sets according to delivery opportunities and constraints. Ad-set budgets provide more direct allocation.
The choice depends on whether the business wants flexible optimization across similar ad sets or controlled investment in distinct tests/markets. Budget placement does not fix poor event data.
Naming and governance matter
Names should describe market, outcome, audience purpose and creative concept without personal data. Use access roles, two-factor authentication and business ownership rather than sharing personal passwords.
Document launch dates, major edits and who approves creative and data use. Clear governance makes future diagnosis possible.
